Government Statue of Limitations

I have a debt from the Army Airforce exchange (AFFES) from 1999. They have garnished my taxes for the last two years. They have now put it in the hands of a collection agency. I live in California, doesn't statue of limitation apply to AFFES as well?
 
They already have a judgment against you.

The SOL stopped running the day they filed the lawsuit.
 
They never filed a JUDGMENT AGAINST ME. I have my credit report and there was never a judgment. That would have reflected in my public records
 
I have a 22 year old student loan how do I not pay 22 years of intrest and penalties to keep them from garnishing my wages
 
If they are able to levy against your tax return, they have a judgment. Not all judgments will show up on your credit report. If you had a levy, you must have been served with some form of notice. That should have the case number and jurisdiction where the case was filed.
