Granddaughter being hidden from mother by dad

My daughter has not see her daughter since December 2010. The dad has temporary custody of her but has moved away with her and won't tell us where they are living. His mother(the other grandmother) called my daughter to tell her that he was moving and isnt going to tell her his new address. This makes the 2nd time he has moved and not told us where they are at. The first time he did this we had a friend who found out where he moved to and told us. My daughter has visitation rights every 1st and 3rd weekend of the month. The last few times she has went to visit her daughter the dad wouldnt answer the door and one time when he did he told her she was 5 minutes late so she couldn't have her. My daughter lives 230 miles away from him and her daughter so it gets quite expensive driving all that way for nothing.The court ordered visitation was set from the courts in the city in which we live not the dads city. The dad recently, in the past few months was in an automobile wreck while driving drunk. His girlfriend who was in the car also was seriously injured and had to have surgery. He was driving on a suspended license and had a prior dui on his record. I have been told by his ex-wife that he has had my granddaughter in the car with him before while driving drunk. Also he tested positive for drugs when CPS investigated him but they let his mother do a power of attorney to keep the granddaughter since he was living with her at the time. I am afraid for my granddaughters well being. Isn't this considered parental kidnapping and what can my daughter do about it?
