Permanent Residency green card question

my sister and I came here at the same time in 1999. She was only here for 6 months and then decided to go back to the Philippines to continue school there. She was 14 then. She is now, 22, has never come back to the US. What are the chances of her coming back here? She has been in school all this time.
I am now a citizen and has no problem petitioning her, but how long would it take?

It could take up to 4-6 years since she is not your kid or parent. I would bet it would not be less than 4 years given the current wait periods. Things could change if immigration law or policy changes. What I mean is it could get shorter if the congress passes legislature like what failed last time.
