Harassing Neighbor

My family and I have recently moved into a mixed neighborhood in Cobb county Powder Springs GA. We are a black family with 6 children, our neighbor is an elderly white couple who lives next door to our home in the subdivision. The woman, Kate has been harassing our 4,6, and 7 yr old children constantly! She tells them to get off her property if their bikes touch the edge of her grass. My 6yr old is nonverbal autistic and she had "anonymously"called child services because he skates naked in our privately fencedo backyard. She lives in a very old home which belonged to the property owners who sold the land to the developers and it is not uniform with ours and others in the neighborhood. I added that to explain the front of their home sits on a hill facing our Backyard and she constantly peeps through her window and watches us. She has used the HOA to harass us about moving our moving truck from the side of the street while unpacking, leaving threatening letters on our mailbox about grass behind our property that belongs to the city. Bullies the HOA president to send us a letter about an easement between my house and our other friendly neighbors house stating we have to take our fence down and cut our trees because we have a retention pond behind our homes...but there are 4 in the neighborhood and I asked the HOA president if he sent them letters, he stated this is the only property she's concerned about. I have it in writing. I want to send her a certified letter stating she can no longer harass us without legal consequences. I need to know what to write or even if the HOA should write it or follow up. PS I AM THE HOA VICE PRESIDENT, but she thinks she's the owner and overseer
 
Reporting a child running around the yard naked is not harassment, it is smart. It is not normal for kids to run around unclothed. I would call CPS too. If your property adjoins hers, you need to tell your kids not to ride their bikes in her yard. Ride them in your fenced yard, or driveway.

The rest are the petty annoyances that are not a matter of law but of the HOA. If the President/board finds an issue, fix it. If not, ignore her.

Maybe not to your liking, but my child is autistic he is normal!!! I didn't know you were born with clothes on and have no personal freedom ElleMD, and per the CPS worker and law he can do whatever in OUR backyard because we have a full privacy fence!!!! The side walks are public property and if my young children ride in front of her grass on the pavement they are not to be harassed no matter what you think!! I'm looking for legal advice not stupid comments. Maybe you should just not comment in this.

Will do! Obviously this is not a court and comments are just meaningless because there is NO LEGAL ADVICE. I simply asked about writing a letter and received no help! I will definitely seek legal advice in my community, sorry to waste the time of all who commented. Have a good day!
