Harassment or not???

My neighbor has placed signs on his tree the last 2 years, facing our home. Last year it read do not cut my tree, this year it reads do not scratch my tree. Basically, he's accusing us of doing things we are not doing, we can't even reach the tree, and there is a fence separating our properties. He has never approached us about this, and if we attempt to discuss with him, over the fence, he just raises his voice and won't let us talk. I have contacted the HOA, and he still hasn't done anything about the unallowed sign. I am frustrated about being accused of things and don't know if there is anything we can do about it.

I doubt there's anything you can do about the "accusation" - it's not even clear there IS an accusation, just a directive not to harm his tree.

If the sign is a breach of the HOA bylaws, contact the people tasked with enforcing the rules and get them to enforce them.
