Harrassment by Neighbor

My Husband and I have been being harrassed by one of our neighbors. He calls the cops on us all the time saying my husband has called his house and threatened to to kill him over the phone and that my husband has met him on the road and threatened to beat him to death. The last time the cops came out and arrested my husband even though the car that he supposedly was driving when he threatened this guy wasn't even running and he proved it didn't run by trying to start the car for the officer. We've been to court several times over this stuff. Have had restraining orders on us even though we are the ones being harrassed. This has been a long time feud between my husbands family and this neighbor over some land my husbands grandma owns which is this neighbors aunt. Sadly to say this neighbor that is doing all of this is related to my husband. How could someone do that to his own family? I just would like to know what we can do to stop this guy from harrassing us, besides hiring an expense lawyer. It's like the cops believe everything this guy says to them. He doesn't even have a job, he lives off of SSI cause he had himself proclaimed mentally ill so he doesn't have to work and he can get SSI. I believe he is truly mental ill though.
