Has ADA Laws or Maritime Laws been broken here?

I am a 54 year old male living in Santa Barbara California. I am disabled with Epilepsy, Heart Conditions (I have a pacemaker) and various others. I live on my sailboat and since living in Santa Barbara I have been rescued 7+ times by SB Harbor Patrol and US Coast Guard for seizures, heart attacks and strokes. Since then I have been ticketed, fined, harassed and have been denied access to the marina, all parts of the harbor, pier and all city waters. Their reason is "they do not want me to die in their waters". They forced me to anchor my boat three to five miles away from any safe anchorage. Are there any American Disabilities Act Laws or Maritime Laws being broken here?
 
Is there a particular rule about residing on your boat in the harbor you have been staying in?

If you are not allowed to LIVE on the boat, then they can take action. They certainly cannot issue tickets and levy fines unless you have broken some law ... what law is that? Can you specify the code section(s)?

Having read section 17.18 of the SBMC my guess would be that your craft either does not meet the requirements as a "live-aboard" craft, or you have failed to pay the proper fees. And if your prior permit had been revoked, you must wait for 6 months before you can obtain a new one. And given that a limit of 113 such permits seems to exist, it is possible that you may not be able to obtain one for a while.
