health department gives me a report and timeline to prove landlord retaliation

i had posted before and to update i am buying a mobile home and paid a full years rent that covers me until january 2009 in july health department found mold in my spare bedroom and my bathroom floor was caving in ....she sent orders in august to my landlord to fix it. 2 days after they recieved the order they had a 28 day notice to terminate tenancy with no reason on it served on me by their kid and they also started harassing my family posting notices on all the mobile homes in the park saying false things about my family. my understanding is that a 28 day terminate notice is not a legal document considering i have a 2 year lease and im paid so far in advance . i go to court tuesday for the return date and the health department gave me a timeline of all the evidence they have and also noted that the work that was supposed to be done is in fact not done...... what relief do i have and can i file a countersuit at the hearing tuesday or wil they throw it out completely and make my landlord file proper eviction procedure? the dates on the 28 day and the harassment notices are consistent with the health departments timeline so they have no way of getting out of this do they?
