Heir can not be located to proceed with sale of home

My mother's will states that my sister and myself will receive 49% a piece and my brother 2%. He has lived in homeless shelters and can not be found at the present time. We need to sell our mother's home to pay Medicaid and his signature is needed in order to proceed with selling the home. What can be done if an heir can not be located? I have been trying to locate him for about 3 weeks now. Thanks

I suggest you consult a NC real estate attorney or a NC wills and estates attorney.
You and your sister aren't legally required to pay your mother's debts.
Your inheritance is yours to do with what you wish.

Don't do anything until you've consulted a couple lawyers.
 
If the home did not pass by title and instead needs probated, there should be no issue with the court appointed executor selling the home and holding the proceeds in trust.
