HELP!!! A friend of mine took my motorcycle and got it impounded

So I recently purchased a motorcycle and since the title was out of state its taking some time and still not in my name. So I have no title, no insurance, and no registration. But I do have my motorcycle license. But this friend of mine one morning took my motorcycle for a cruise before I was awake and he has no motorcycle license. So he was pulled over for something I don't really know for what he lied to me so the cop of course took my bike. He was given over $500 in tickets and was let go because he told the cop he thought the bike was good. So now because of the tickets and the argument we had over the last few days he is refusing to pay for the impound costs. But I don't know how to settle this, or if this is a case for the small claims. I tried to call the township police but they just gave me the run around. So can someone help me get my bike back?

Unless you report the bike stolen, you are basically saying that your friend took the bike with your permission. I'd give your friend a choice - either pay the impound fees or force you to do what you are saying here - your friend took your bike without permission and went for a joy ride. Not exactly a great friend to have. Good luck...
