Help charged with a bill didn't approve

My boyfriend and I recently went to get a loan to buy a house. When he received his credit report there was a bill on there that he wasn't aware he had. We contacted the service provider and they said the bill was from Jan-March of 2009. The company is an electric provider and they said all of the information was given over the phone. When he explained to them he didn't approve any of the service at the location he was billed for they sent a fraud packet. After receiving the packet it asked for a police report, which the police station won't give us because they said there is no proof of fraud. I called them back and they said without it we can't prove it isn't his bill. I called them today since i am also on the account now and tried to find out more information to prove it is and they refused to give the phone number on the account. They did tell me where the bill was suppose to be sent, which is also in another town. So basically we don't know what to do. The bill is about 400 dollars should we just quit fighting with them and pay it or is worth proving someone is using his information.
 
So neither of you lived at the address the power company provided service to?
 
Contact the credit agency that is showing the negative mark and dispute the debt. Make clear that you never lived at the residence where the electric service was provided and that you were a victim of identity theft. The company claiming the debt will have to prove that the debt is valid, and likely can't do so if all they have is phone records.

As for the police, they may not want to take a fraud report, especially since they know this is a dead end case, but they SHOULD take a report of identity theft if you are reporting that an unknown person used your information without authorization to obtain the service. The two are pretty much the same... but if you are persistent you should get something out of them.
 
Correct, the service provided to the unpaid bill was never mine or his residence. He does have an account with them currently for our new home and did also have service at his parents house. When this unpaid bill was in service during the months of January through March he did have service with the same company at his parents home, since he was living with them. The thing that is the most suspicious to me is the addresses on the unpaid bill and his parents address. The unpaid bill is for an 1000 Allen St apt 11 and the address for his parents home is 311 Allen St, but the problem is that they are in two different towns. The other suspicious thing i found was they sent the bill to a P.O. Box in another town. So if i take the advice of calling the credit agency, as the person who also replied suggested do we need to get a lawyer. I am not sure how this works. Thank you for your advice it is greatly appreciated we don't have the money to pay this unpaid bill. And i am glad i have people who are trying to point me in the right direction.
 
No need for an attorney.
Dispute the debt to the credit agencies... Equifax, Experian, TransUnion.
They will have extensive information regarding his past addresses and can likely support your claim that he never lived at 311 Allen in the other town.
The company claiming the debt will have to provide evidence that the debt is correct. Usually they do this by looking at previous payment information... which apparently they have none of. They should end up eating this one.
