Help! I can't get the heat pump installer to finish the job

What is the name of your state (only U.S. law)?
Alabama, Cobert county.

I purchased a heat pump 6/15. Installation started 6/17. Workers arrived 10 am, Should have arrived at 7 am. They worked until 3:30 pm with a lunch break of approximately an hour on 6/17(friday) and 6/18(Saturday).
I was up and waiting at 7 am on Monday 6/20 but no one arrived. I waited a few days and called the dealer/installer. Over the next few weeks I talked to the dealer on several occations about finishing the installation and getting the paper work for a rebate that was available on the unit. The dealer said he would call me back each and every time but never called.
The workers finally returned on 7/8, arriving at 9 am working until approximately 3pm. The work is still not finished. The dealer was to be here today to finish but did not show. His wife and the secretary was also supposed to come with the rebate papers. She did show either.

There was not a writen contract, only verbal. It is still this way I still have not signed anything.

What can I do about this? He needs a lesson. He needs to be shown that the customer does not have to take this kind of treatment.

The seller might need a lesson. Unfortunately, nothing in these events will teach him one. He's teaching you.

I'm afraid, the best way to fix this is to be nice. Do what you have to do and say what he wants to hear to incentivize him to finish the job.

Otherwise, he has your money and you have a partially installed heat pump. Once he completes the work, then you can worry about teaching him a lesson.
