I was in (deleted) with a friend, I had my bag in the cart. My friend stuck some cold medicine into my bag with out my knowledge, when I proceeded to walk out a man stopped me and asked if I had any thing in my bag that was not paid for my friend then said "I am the one who did it" but he didn't care he took me to this back room and questioned me. He asked me if I was able to pay for it and I said of course, no police were called! He then proceeded to pull out a paper saying I was to pay 250 dollars, i haven't payed it and they keep calling me treatining me to pay it should I pay it even thought I didn't know it was in my bag and this happened over 6 months ago

You might want to consult with a couple local attorneys.
Yes, you are receiving what is known as a civil demand.
Some say pay, some say ignore, but are enduring their incessant, persistent, and aggressive collection efforts.
In some cases, they will even sue you in court for more money that they are demanding now.
Sorry, no one can on this forum can help you, but the guy that caused you to take the blame for his thievery might be the one you ask to pay the demand for you.
He is the one that got you jammed up in this bg mess.

As AJ suggested, get your friend to pay the money in your stead. If he got you into this mess, he needs to get you out of it.

I removed the name of the store from your posts for your protection/forum protection.

It is your decision whether to pay the civil demand after a review of the info the other responders posted above.

Assuming it happened as you said, you did not commit any crime. I would suggest you do not pay and defend yourself in court if they should ever try to pursue action there.
You have no obligation to pay them until a judge orders you to do so. You should cease all communication with them and screen out the phone calls if possible.
As above, have a short consult with a local attorney if you are not sure what to do.
