Help to Resolve a Vehicle Matter

I need help resolving a vehicle problem. My husband bought a vehicle for a friend in 2004. (I can get exact dates if you need them) The friend would give my husband the money to make the monthly payments. The car needed repair, and the friend gave the car to someone (unknown fix-it guy) to repair, and the car and the friend disappeared. This happened in 2006 - 2007. There are unpaid parking tickets and unpaid vehicle registration on the vehicle. The city garnished our state income tax for payment. The friend recently filed an embezzlement form under the advice of the police. The DMV just wants the registration paid and suggests my husband files a transfer of liability form in order to relinquish all responsibility, however, we don't know who to transfer liability to. I am certain the friend will not sign this. Can you please suggest any other alternative?
