Help with Traffic Violations in NJ

I would like to know if a police officer can not identify the driver of a vehicle who he should mail a summons to?

I guess I need to add some detail. My son has received 2 tickets in the mail. 1 Failure to observe a signal second reckless driving. He is not living at home at this time he is on campus at school. He is not the registered owner of vehicle. I was told that an off duty officer witnessed these offences and wrote the tickets to him and mailed them. In our home there are 2 drivers my husband (registered owner) and myself. If it was anyone it would have to be me. But, I know I did not run a red lightand I was not there at the time on tickets. So, what I am trying to figure out is why my son got the tickets and not my husband.

Yes, but being my son is not the registered owner and he is at school and I have his car why did this officer choose to ticket him. Yes, he will loose his license but he did nothing wrong. I did talk to the office and he dismissed the tickets. I do not know if they have been dismissed on the court end.
 
I would expect the tickets to have been sent to the registered owner of the vehicle. The only way I can think that they went to your son was if the officer knew him from previous contacts somehow. I suppose there is also the chance that the officer followed him home and got the street address. None of this should have happened though.
Which office did you contact and were told the citations would be dismissed?
Keep in touch with the court until they tell you that you are no longer required to appear.
 
My son was not even here. He is at college. He has been pulled over by this department before but not by this officer. The officer stated to me that it was a male driving the car between the ages of 18 and 25. He dismissed them and sent me a copy of the request to dismiss.This has all taken place in the past week. The only person it could have been is me because i have my sons car but it is registered to my husband. I did not make a left through the light he is talking about plus I was not there at the time he stated. My fear is that this could happen to anyone. He has been charged with 2 summonses and is not even here. Can he just pull up a registration see who the owner is and all information about the owner, then make tickets out to anyone who is a driver at that address? This does not seem right to me. Is this why they were dismissed by him so quickly?
