In my court order it states that my children's father's wife can not transport my children at all.(because of her multiple DUIs and heavy drinking) She has been. Is this contempt of court? I'm in Pennsylvania. I don't have proof of this just my children's word. They are 11,8,6. I believe them 100% they wouldn't make that up.

Yes its contempt but you might need more than children's word to get court to agree. Regardless you need to take issue up in court if for no other reason than to make Dad aware you will act on this

Shrinkmaster has given you the correct legal answer.
But, all the court will do is admonish dad, or his wife.
If you're on speaking terms with dad, why not discuss this with him?
If you aren't able to discuss it, off to court you go, as Shrink suggested.
If she does get arrested for DUI with your kiddos in the car, it'll likely be a felony or serious misdemeanor.
Maybe you might wish to mention that to your EX, because such an event will make more trouble and expense for both of them.
Beyond that, the kiddos will be extremely traumatized.
I don't even want to think what if she had an accident.
