Highway Patrol Retaliation????

To start off I have a 19yo kid brother who is young,hotheaded w/a big mouth. He was arrested back in June by 2 DPS troopers who like him are young & hotheaded w/ guns & badges 1 early 20's other mid to late 20's. Charges DWI/WOC,Pot(min amount), contributing to minor and a few other charges all misdemeanors except 1. He moved camera w/his foot while in car. Friend was arrested as well for PI. My brother and cop exchanged words back and forth, tic for tac both of them cursing and talking crap. En route to jail (12mi away) cop pulls over turns camera to face highway puts his hands around my brothers neck telling him to shut the f*** up and bangs his head into the window several times , brother is in handcuffs front seat his friend in the back yelling at the officer to get the f*** off of him, they proceed. The other kid is put into a cell right away, they unhandcuff my brother asking him what is he gonna do about what happened, get in his face taunt/tease trying to provoke him into hitting them with no luck. My brother later attempts to use the cell phone they left on his person to try and call home when he is attacked by the 2 arresting officers put in a choke hold to the point of passing out even after he throws his hands up and said here take it...result was busted blood vessels in both his eyes bruising about his shoulders and chest area, bit his tongue. As my parents confronted 1 of the arresting officers next day his excuse was its standard procedure and that he could have used cell phone as weapon????? Lawyered up, if my brother has to face the consequences of the laws he broke we believe they should too. He wasnt placed in a cell until 5am after being arrested shortly after midnite. FYI he wasnt even charged w/ resisting arrest or being combative. Two days ago my dad has an accident hits a cow in the middle of the road out in the country it was 11pm he called my brother & mother they helped him tow the pickup off the highway, called the owners farmhand so they could get the rest of the cattle rounded up. Accident occured on the county line , dad wasnt sure which, he called me I told him to call our sheriffs dept first thing in the a.m. to see which official he had to notify so he did the very next morning. A DPS trooper from each county arrived before he did and guess who they tried to pin the accident on??? Yeap my kid brother, accused my parents of lying, a cover up , threatened to arrest all 3 for lying to them. They even insisted that I come out to the scene, First thing mom told me was they're trying to pin it on your brother. My parents are both in the late 50's well known in our rurual community and by 1 of the DPS troopers, but he insisted they were lying and that all hell was gonna break loose if they didnt fess up to covering for him. They ended up arresting my father, (no record) for failing to report an accident. HMMM??? thats why they were there!!!!! The judge who arraigned/ bonded him out knows my father told him hell I'd of done the same thing you did, you dont need to be in here. Our insurance people were unaware that you had to file an accident report for hitting a cow. The cow owners ins. people werent aware of that fact either. According to the Tx Ag Code " a person whose vehicle strikes,kills,injures,or damages an unattended animal running at large on a highway is not liable for damages to the animal except 1)gross negligence 2) wilful intent.
