In 1997 I purchased a home for my elderly parents to live in. I am the legal owner of the house, pay association dues etc. I went to apply to be on the board of directors and was told that I had to be a resident there. My Dad applied to be on the board but renters cannot be on the board so I have no representation. I can vote on all other issue. I have been on many other board of directors for HOA's in california and this is a first for me. Is this legal?

Nothing those damn HOA'S do is legal in my book.
But, those Nazis get away with it.
Unfortunately, what they're doing makes some sense in this case.
If your dad was a tenant, would you want them voting for you the owner?
Probably not.

Read their ridiculous by-laws and charter.
Most likely they are correct.
But, you can claim the home as your address, as you won it.
Many people have three, four, or more homes.
Claim is as your address and vote.

But, why bother with those Nazis?
They're gonna do their best to screw everyone anyway!
