Hello,
We bought our Oceanside, CA beach condo in 2003. We were recently asked to replace our wood flooring because our neighbor below us is complaining about the noise. The HOA enforced a new guidelines for replacing flooring in late 2000 specifying that no wood is allowed for new flooring for the upper units. Our wood flooring was installed (by several owners before us) several years before this new bylaw. There were no guidelines for flooring before this new bylaw. Can they force us to replace our wood floor because we love our floor and don't want to spend the money to replace it? There have been two different owners from the time of this bylaw to the time we bought this condo.
Thanks for any assistance. Is there an agency in San Diego that helps owners with issues with homeowners associations?
