HOA refund

Can anyone tell me how to receive reimbursement of HOA dues when the HOA pulls out of the subdivision before the year is up? I live in a new development that had no HOA, then one day I get a bill for HOA dues. I was threatened with a suit if the dues were not paid by 1/31/08. So I paid the dues before the deadline, but 3 months later the HOA drops our subdivision with no explanation, and no refund. What should I do??

Go back to the builder and request an explanation as of why the HOA has pulled out and what will happen to the paid fees. The builder is the one who sets up the initial arrangements.
