Holding personal property

A family member Is holding my pool table randsom for what he is said to be owed by my dad. When I asked to come get my property I was told he will not give it to me until my dad pays him $750! Is this right? Can he hold someone's property for another persons so called debt? When my dad was moving out of family members house it was agreed that at time of him moving out he could keep pool table there until either him or I could pick it up. However now that I would like to collect my personal property he is holding until the 750$ is paid? property does not belong to my dad but belongs to me.
 
If you can not resolve this along yourselves your option it's too sure your family member in small claims court. Your family member will either return the pool table or possibly end up paying you for its value.
 
You might mention to your family member that if the pool table is not returned to you, you will sue in small claims court. Maybe he will return the property rather than chance being sued & losing.

Of course, your family member could also sue your Dad in small claims court if Dad owes him money.
