I hired a company to paint my house and replace my shutters a couple of years ago. When they replaced the shutters I requested white. Apparently they could not find white ones so they used brown ones and painted them white. After a couple of months, the paint started to peel. They came back and repainted the shutters. Earlier this year, the shutters began to peel again. I spoke with them and they said that they would fix the problem again. Several weeks later, they came back and took the shutters down to repair them. 3 months later, my shutters are still missing. I have left numerous messages but they will not take my calls or return any of my messages. Can I file a police report? What is the best action to take?
 
No police report, it is not a criminal matter.

Determine a dollar value for your damages. If less than $5000 then you can take the matter to small claims court. If more, you may want to discuss the matter with an attorney.

Before you actually do go to court, consider sending a formal letter to the registered agent that handles legal issues for the company. Try your state's Secretary of State website for information on how to determine who to contact (it isn't necessarily the people at the store).
