Homeowner's Association Problems

I live in a development with a Homeowner's Association. The Association along with the developers are responsible for the Wastewater Treatment Facility. I live next door to the plant. The plant has been out of compliance with the law on a couple of occasions in the past year. I have been complaining to the authorities, association membersand the developers. Now I get a letter threatening a suit for defamation. I need some help to determine the type of lawyer I need and how to proceed

I have read the covenents but it does not state a whole lot about the wastewater plant.
