homestead exemption

My father in law left instructions in his will to set up an education fund for his grandchildren. Any money left over would be split between his children. The estate was in a negative position except for his personal home which had a homestead exemption (state of Florida). I have been told that because the "estate" had no funds the education fund will not be set up and that the proceeds from the sale of the personal home will go directly to his children, not his grandchildren. Is this correct?
 
Think about it, how would the scholarships be funded, if there is no money to do so?

The home belongs to his inheritors, his children.

But, aren't those your parents, uncles, and aunts???
