How do I get my money back from scam?

I purchased a car online where the seller said he will build the car for me if I deposit money into his account. Not thinking it could be a scam, I deposited $5200 into his account but never got the car. I tried emailing him and calling him to refund my money back but he said the car was towed away. It has been almost a year now. I told him I just want my money back but he said he won't give it back. He lives in Menomene fall, wisconsin and said his small shop is also there. I'm wondering if I could file a lawsuit against him or something. I'm not sure where to find information or where to start, I need some help.
I'm also wondering if I could get a free or low fee lawyer to help me with this case because I'm in financial dept now.

Sue the bad person in the county where he lives.

Have you tried filing a police report? I would be calling the police where he lives. This guy may have committed a crime.

You can also sue him in small claims court, file where he lives. You might be able to file online and get information that way.

Document everything.
