How exactly does the statute of limitations apply here (California)?

I need to file a small claims case against someone who negligently damaged some personal property of mine a couple years ago. I'm aware that the statute of limitations for this in California is three years. But it's unclear to me if the case merely needs to be *filed* before the three-year mark and can then be served to the defendant even if it goes over the three-year mark by a few days, or if the case needs to also be *served* before the three-year mark? I've got a couple weeks left, am filling out the court forms now but not sure how long it will take for the sheriff/process server to serve them on the defendant. Thank you.
