How long can they do this?

I've had an ongoing issue with a collection company for over ten years.

To make a long story as short as possible, my mother forwarded a piece of mail to me, that was addressed to me at a property address my parents own in another state. They were renting the property out at the time.
When I opened the mail, I was stunned to see a letter stating that this company had "bought" an account from a retail credit card and they were seeking payment in full.

I called them to question the entire situation. There were no account numbers provided, no billing details, and most disturbing, it all came to an address I hadn't lived at in about ten years. They told me that they would need a written request to provide me any definitive information, but they had also mailed the same notice to several other addresses, at least one of which doesn't even exist.

In keeping the story short, to this day, I have never been provided with any of the information I requested. The put in on my credit report, I find out about it, and they have to take it off again. They've told me several times they were going to fax everything to me, but never have. The last time I talked to them, they told me I had to ask in writing.

Not thinking it could hurt, I asked in writing. Since sending in that notice, they have provided me with what they allege is a copy of my application for credit, except they have my signature as I sign it now. I signed quite differently at the time they claim I opened the account. They won't provide me with anything else and now, I conveniently get disconnected when I call on the matter.

How long can they keep doing this? How long can they keep putting this on my credit? Don't they have an obligation to provide me with the information? And, finally, is there any way, short of giving in and paying, to make this go away?
