how long does it take?

My older sister is the executor of my mothers will and has not distributed anything. Its been almost two years since she died. How long does she have to do this?

She claims the IRS has not responded to her about back taxes owed.

Sounds like she is taking her sweet time. Go to the court and get a copy of the file. Then ask her for a meeting to show you the paperwork from the IRS.
