How prayer for judgement works...

Hi, I got a ticket a year ago in NC (where I lived) for running a stop sign. I had no prior incidents and request, and recieved a prayer for judgement. I now live in CA and when I got my insurance my agent told me that it doesnt get wiped after a year, as I was told, that it only goes down a point after every 12 months. Can you help?
