how to change covenants

I have been recently elected President of a HOA in Sumner County, Tn. Myself and the rest of the newly elected board would like to get some of the covenants changed. The first being that it is presently written that it takes a 3/4 vote of the homeowners to amend any of the covenants. we want to change that to 51%(64 homeowners)theres 127 homes. To do this do we have to have each signature notarized as they vote or can we take the amendment around and just have each homeowner sign and date and check yes or no. Then if it passes file it and have the board of directors sign the new amendment and have it notarized then.

Can someone please help with this. I know its alot but our association is falling into the red due to the previous board and a personal vendetta lawsuit that went nowhere and racked up over $10,000 of lawyer fees.
 
What do the covenants say in answer to your questions?

it does not say each signature has to be notarized. it says we need 3?4 to make any changes to the covenants and thats the first one we want to change. we want to make a mojority. so to be legal does each vote need to be notarized and how about when we take it to get filed does every signature have to be on it or can just the board register the amendment
