how to enforce an order for 50% medical costs incurred

my ex-husband signed our orders in 2002 agreeing to split all unreimbursed medical/school costs of our 3 kids. in 2005 while attempting to get my attorney to push for an order requiring my ex to pay for so many years of reimbursements due me for our kids, i applied for Child Support Services to uphold past due support and obligations and my attorney dropped my case because i did. now its 2014, i am in Pro per since 2005, and still going to civil court at least every 2-4 months attempting to get the judge there, to make a ruling on the costs i have incurred, have submitted to my ex within 30 days of incurring per our order, and for which i still have all receipts dating back to 2003. It's a long standing issue that need not have been such. The judge in civil court -in my opinion- fears an appeal that may overturn his decision so he doesn't make a ruling, but allows my ex to continue to make excuses while holding his license to practice law in CA. Without terms that require good faith payments every month including the past due amount that was determined back in 2007 but is never paid, i feel that the state of CA is aiding and abetting my ex to remain a dead-beat dad, and either needs to tighten the requirements in order for him to keep his license, or they need to reimburse me the $170,000 i paid my attorney for an order that isn't worth the paper its written on. I'm owed over $110,000 in back support, approx. $48,000 in medical expenses for the past 11 years as his half due to our kids. In addition, I'm owed 55% of past bonuses via a smith-ostler(sp?) order and $4,000 which is one-half reimbursement of a loan i paid off at the end of our marriage. How do I get legal help to enforce this, especially due to the egregiousness of his actions as an officer of the court?
 
Hire another lawyer.
Seriously, after a decade of no progress, don't you get it?
Here's a clue. The law doesn't concern itself with issues it believes to be trivial, or with the little people.
Justice is just a word, not a result. After all, justice was created by merging JUST and ICE.
 
perhaps i wasn't clear ... i've hired 3 different attorneys since the beginning. all have been family law specialists yet my last one dropped my case when i got child support cervices involved to handle the past due support owed. the last attorney was simply supposed to gain adherence to my orders via sanctions etc. i'm out of money and in debt due mostly to raising our 3 kids on my own and paying for everything myself then submitting receipts ... and sill the judge has not laid down the law by taking my ex's bar license to at least send the message "As long as the state of CA allows you to make a good living practicing law, you will to the extent that your agreement states, share that with your kids ... or be poor and work 3 jobs like your ex-wife".

At any rate, you've ranted, and I'm closing this thread.

If you feel any of your attorneys failed to serve you properly, file a state bar complaint.
This is a simple discussion site.

Permit me to clarify.
If three attorneys can't get you the remedy you seek, perhaps there is no remedy.
We certainly can't get you the remedy you desire, either.
