How to stop a 17 y o from traveling abroad

Is there any way I can stop my 17 y o son from traveling abroad by himself? Can I get a court order to prevent him form leaving the country or to surrender his passport?

How is he going to do this without your permission?

Just TAKE his passport? Or ... is he a child living with another parent?
