Only a court can attempt to force him to pay what a judge ordered him to pay.
But, they can't turn him upside down and take the money that falls out of his pockets.
All a court can do, is lock him up, if he refuses to pay.
So, your remedy lies in a court proceeding to seek an order directing him to pay.
He has a right to argue as to why he shouldn't be forced to pay.
I suggest you seek a more affordable living arrangement.
There are reasons you are divorced.
I suspect that has to do with him not keeping promises.
Think about it, he's never going to pay.
