Husband's retirement pay

My husband's ex wife was granted 25% of his retirement pay from the military although they were only married for a little over 8 years. She has not allowed my husband his visitation rights and she also has claimed their son on her taxes every year. We are supposed to get to claim his son every other year. Every tax year that we are supposed to claim him I have to file an amended return in order to claim him. Due to the fact that she has not followed the divorce decree when it did not suit her; is there any way to overturn her getting the 25% of his retirement pay? We currently reside in Newport News, VA, but the divorce was finalized in Dayton, OH.
 
You will need to prove to the courts why you want to overturn the 25% that she is receiving. Just because your husband is angry at her is not going to work... If she is in violation of the divorce decree regarding the filing of taxes for the son and visitation rights, your husband needs to file a motion for contempt. File the motion where you reside.
