husbands x wife wont file taxes and is $16,000 in arrears!

my husbands ex wife is suposed to pay $666.00 in child support for her 3 sons and is bairly paying $200.00 a month. She has only seen them 1 time since 2005 and has only called them 2 times since 2005.

She is over $16,000 in arrears and doesnt seem to be filing taxes. the IRS says they wont go after her unless she owes them. We live in Colorado and she live in West Virginia. DHS doesnt seem to care that she isnt even paying what the courts ordered her to pay. Is there anything we can do leagally for her to file her taxes? Or even pay what she was ordered to pay?

And why is it that they dont go after her but will if its a man? when she was ordered to pay $666.00 a month for 3 kids, she had a $16.00 an hr job and gave it up to move out of state away from her kids for a minimum wage job at taco bell. We have no contact info for her and DHS wont give us any information as to her exact location.

legally what can we do?

You cannot force her to file taxes. She faces a ton of penalties, etc but I do not see any way you can force her to file. Even if she files she can flub numbers so that a refund is not due.
