The other day at work someone said they knew of a way to beat points on your license if you get a ticket, and hence, your insurance won't go up. Let me preface this by saying I think he's full of it, but stranger things have happened, so I will pose the situation here and see what everyone thinks.

What he is saying is, you go ahead and pay the fine via mail, but pay over by a small amount, say $15. They will send you a refund of that overage, however you don't cash it, you tear the check up. He is saying that they cannot asses the points until the financial transaction is settled, and since you would forever remain over by $15, it never gets settled.
 
I have heard that too, but the amount was as little as a $1. For a $1 I would try it. Something sounds fishy though. A "transaction" would be over when the check was cut, not when it was cashed.
