Hypothetically, are all rights reserved in isolationist countries, and how is it enforced?

Suppose you have an isolationist country, such as, say, North Korea, albeit a country which is indeed mostly known for its projected media (anyone remember their propaganda cartoon Squirrel and Hedgehog). What happens if you violate their equivalent of "all rights reserved", or is that even a thing? Do they do anything, or are they affected by their isolationist status?
 
Since the responders here do not like hypotheticals, suppose you provide actual facts of an actual situation in which you are involved. If you cannot do that, please take your suppositions elsewhere.
