I believe I am being retaliated against.

I have been an employee of this company for 11 years with a clean work record. Within the past 3 years, I have been in my latest business unit. I was moved there under the premise that I was to boost sales, improve morale, and to keep an eye on outstanding issues with the building's general manager. For the past 3 years when there has been a policy violation by this individual, a short investigation has occurred without any known disciplinary action. He has unethically violated inventory policy causing a post inventory loss exceeding $5000, repeatedly broken the no fraternization policy, has "fudged" training reports, stolen time, and most recently has misappropriated petty cash funds falling into categories of tax implications, policy violation, and unethically encouraging commitment to our customer service and boosting sales metrics. Each time stating ignorance, lack of knowledge of the situation, or lying that it was done.
Several times during the three years there, following an investigation, I have found myself being investigated, immediately afterwards or being put in unfair situations (hours, time off, communication being cut off, being told that if I wanted to further my career I was to "get his back then he'd get mine", or being told to do things as well such as taking associates to lunch which is a fraternization policy violation). First was for shorting an associate hours, when the truth was the associate was stealing time, was coached and her punches corrected with her knowledge. Second was for a unresearched inventory report that resulted in suspension and final written warning. This time, he was investigated for the misappropriated funds, lied to the investigators, told me he lied to "get them off his back". Now I find myself suspended again for allowing a suspended associate in the store and not charging him for services, when no service could be rendered because the job could not be done and it had never been stated that suspended associates could not enter the building.
Now I find myself once again, angry and frustrated, just like I do daily at the unbalanced standards, favoritism, and retaliatory actions that follow an internal investigation. I feel as if I have had a bulls-eye pained on my back for the past 3 years. When I bring up my concerns, I am made to feel as if I'm not a team player, or if it was reported in confidence, my name gets put in anyways and I'm put in uncomfotable situations I did not ask for.
Basically, I'm afraid my employment may end, but because of the double standard and favoritism, the cause of the issues will still be employed. What should I do?
 
What you describe is not illegal retaliation. If you had reported illegal activity to the appropriate regulatory agency and been adversely treated because of that, that would be illegal. Reporting internal policy violations internally and having the fellow you reported get mad at you is not.

If the employer is not impressed by your reports and they are only getting you in trouble, perhaps you need to find an employer who would value your integrity.
 
I have tried to have myself transfered to another business unit for all those reasons. I was told that it didn't make any business sense and was left at that. Also, when I was up for promotion, I was told I was the best in the area to do the job but Iwasn't the right fit because of distrust with my peer. Funny thing about it all was, the same was in my review that was written before my interview by someone else and there isn't distrust with my peer (we have a strong relationship with open communication).
