I believe my lanlord's a liar

One week after I moved I received a Final Account Statement frm my previous landlord. It stated that I had a $679 refund owed to me and I should allow 30 days to receive. It has been four months and I have not received it. The apartment management says they sent a check in May. They even gave me a check number. They placed a stop pay on that and reissued. To date three checks have supposedly been sent to me. I have not receievd any. I have no problem receiving other mail. The last check was supposedly mailed 18 days ago.
I wonder, do I have a case for Small Claims? I also wonder, if my landlord is telling the truth and if they have check numbers and issue dates, do they have a case?
Also, if I file a Small Claims, what if i get the ceck in the meantime?

You may want to write a certified, return receipt letter to your landlord and tell him that if they don't send out the check and if they put a stop payment on this one you will not hesitate to not only take him to court but you will report his actions to the Department of Housing in your state. You should mention the canceled checks and dates in your letter so a court can see what transpired on the record. Good luck to you and sorry to hear about another unscrupulous landlord.
