I don't know what to do about the neighbors constantly harassing us

We live in Zanesville Ohio in a house that is family owned for the last 20 years in the last 3 years the houses on both sides of became rentals owned by landlords who would rent to anyone,At first everything was ok till one of the houses was rented to this family that has done nothing but harass us and cause problems. Like at first they they would let their dogs run loose and trained them to use our yard as a bathroom to the point it was killing our grass then they moved a bunch of their friends on the other side of us and they let their dogs poop on our lawn and we had people constantly running back and forth even though we asked them to stop and put up no trespassing signs they would smart off to us so we fenced our yard in and things only got worse from there.we would go outside and have people yelling insults at us the removed the protective cover from our furnace vent that kept small animals from getting into our furnace and sprinkled corn around the area to draw rodent which got inside our furnace and ruined our furnace blower which cost us 300 dollars to replace.On top of that we have them yelling smart ass remarks at us all the time when we are outside.And early this year they called the police on me when I was planting bushes in my back yard for privacy and told the officers I was taking pictures of them and me and my elderly mother was yelling at each other.I tried to complain to their landlord and he became hostile and starting calling me names and this last summer when he replaced the roof on that house 4 of the landlords workers tried to jump me in my front yard I called the police but the officer refused to do anything and said we should move out,After that the workers kicked in a basement window and busted the vent on our furnace and broke a hole in our slate roof.After repairing it I found the neighbors pried the cap off our furnace vent again and spread corn around trying to damage our furnace again and now we got new renter on the other side of us that are helping them harass us buy parking their cars in a way that we have to park down the street and my elderly mother cannot walk that far.I don't know what to do we cannot afford to move and I live in fear for our safety since the police won't do anything what can we do?

Geez, I don't know if the police will not do anything except move though I know you said you can't afford to. Maybe someone else will come along with a suggestion.

Capture any animalsnin your yard and turn them over to animal control.
If your property is being damaged and tampered with then make vandalism reports to the police.
If vehicles are parked in a way that they are obstructing access to your own property then call for a tow truck to take it away.
