I have a few questions

My fiance was arrested today in Arizona and has a warrant from Las Vegas. He obscounded and the warrant is being a "fugitive of justice." I would like to know if he should waive his rights for extradition and if we should try to find an Attorney to represent him since he obscounded but has no new charges? What are his rights?

He can ask for an extradition hearing or waive it.

It is entirely up to him.
