I live in NJ and my niece is in Florida foster care

I live in NJ and have a 1 yr old niece in Florida foster care. We are in the process of having her placed with us. Now we are told that we are now financialy qualified due to the need of asistance. All we are looking for, is for her to have health insurance and asistance with day care. The mother lost her rights and they (Florida) are working on the father now to take his rights away. Can they keep her in foster care in florida and posibly have someone outside the family adopt her.
