Is it leagal for a 21 year old man in the military to have sex with a girl if shes over the age of consent?

And if the girl is emancipated can she move in with him?

Generally speaking- it is dangerous territory for someone over 18 to have sex with someone under 18.
In Alaska, the nature of the relationship between the two be known to say if it is legal or not. If the minor is emancipated, that does not effect the statutes regarding unlawful sexual intercourse.

The person that is in the military is walking on thin ice if he gets involved with a minor. The laws may effect him differently whether he is on base or off base.

Typically- it is best to avoid the whole mess. Nothing good will come from it anyway.

How old is the girl? What do her parents have to say about this relationship? Is the girl LEGALLY emancipated or does she think moving in with her adult military BF will be grounds for emancipation?

If the girl is over the State's age of consent she can have sex with anyone she pleases. The age of consent is 18 in Alaska.

If she is Emancipated by a court then she can move in with whomever she pleases. I am honestly not certain if emancipation of say a 17 year old makes her capable of consent.

I would be very careful about having sex with an under age female.
