I need help

My jurisdiction is: Columbia Georgia

I have a warrant for failure to appear in Medford Oregon.
I was arrested there in 2002 on a charge of unathurized use of a motor vehicle. I live in Georgia and when I was released on probation I came straight home because I didnt know anyone up there ( I know that was my second mistake) Since I didnt handle the situation the right way, I am now unable to obtain a liscense and I have a hard time working since I can not get around. Oregon will not extradite me and I cant go all the way out there. In the last few years I have tried to better my life and I want to resolve this. Is there anyway to do this. Are there any limitations on the warrant for failure to appear or any way I can handle it over the phone.

I am not a lawyer but I know that there are limitations on how long they can hold warrents as long as they are non felony crimes. I believe it is 7 years. However if it is a felony the only way to clear it up is going to Oregon and facing the music sorry but its true
