I quit and my employer with not roll over my 401k?

I worked for a advertising company for about 3 years and I quit 3 months ago. I have spent the last 3 months trying to get my employer to roll over my 401k into my roll over Schwab account. When I call the 401k company they told me this must be done by the planned administrator who will not return my calls or emails? I have filled out the forms and asked him to sign it and send it in to help in case he was too busy. I have no idea what to do or who to turn to next? What are my options?
