I have a friend that works for a convenience store. For the first 2 weeks he paid cash. He kept telling my friend that he would put him on payroll and asked him for his social security number and license but he never actually signed anything. He never signed a I9 or a w4. How can he legally put an employee on payroll without a signature? How can he show taxes taken out? How do convenience stores get away with this?
 
If an employee does not submit a W-4 form, the employer is required to withhold at Single with zero allowances.

Is he on the payroll now?
 
Convenience stores regularly work this scam.

The IRS rewards people that tip them off to tax cheats like this store owner.

Yes, your friend should report this to the IRS, and also I would tell the friend to report the income on his own tax return to keep his nose clean. So document all monies that is paid in cash so there is a record.
