Id theft and abuse of accounts

We have been living a NIGHTMARE! There is a party who has been fraudulently filing and collecting money, from various government agencies, using my Father in laws name along with my husbands and as of recent using mine as well posing as Durable Power of Attorney and now trying to pose as excuter of ESTATE? There is no "ESTATE" we have reported all and there is no relief, there have been cell phones attached to my services as well as finding we have been paying for utilities bills that we are not responsible for! Deposits are being applied and taken off these utilities!!
These investigations have been going on for a VERY long time and we have restraining orders against these individuals and it doesn't stop. Only as of recent did one get a violation of an order that we do have. This "party" has manipulated our mail, bank accounts, any social net work, we have found where there is an account with one of our names newly registered. This is more than invasion and has to STOP! Do we take it to the media there is NO REASON FOR US TO ENDURE THIS THEFT OF EVERYTHING even how we are able to spend our time has been researching and recording documenting. Reporting to those whom have this case. It's just gross!

This sounds like family drama that might be best suited for civil court. The police might not be doing much of anything if there appears to be a lack of criminal intent.
