A person said telling someone to kill themselves is illegal. And you could be charged with manslaughter if they do it. Is this true?
 
No. It's not true. (30 character limit)

(FYI, I can answer this question because in NO state in the US is what "a person" said true. But if you have any more questions on the topic, you WILL need to identify your state.)
 
No way you could be prosecuted, because if the other party followed your advice, he or she wouldn't be alive to blab.
 
There are some states & local laws where the person "could be" (though rarely is) charged if the other person actually commits suicide. Might be hard to prove though unless for example person who committed suicide leaves a note or person tells someone on a YouTube video to kill himself/herself.
