Impeading Traffice?

My question involves a traffic ticket from the state of: California

I was stopped at a red light waiting for my arrow to turn green before I made my left turn. For a split second I had glanced away from the arrow looking into my car and the soundings. In that short period of time I guess my light and turned green and I handed noticed. So the car behind me taped its horn to let me know if was our turn to make the right, as I intersection the intersection a Police officer approached the intersection heading the opposite direction and pulled me over. At first he claimed that he saw me using my cell phone, when I pulled my phone out of the my back pocket were it was the whole time, he gave me a citation for Impleading traffic because the car behind me had to honk for me to make the left. I was latterly only paused for 2 seconds before I made the left and It was really not doing anything other than I simply had looked away from the turn single. There was no other car other than me and the car that honked. Do I have a chance of fighting this off?

SECTION 22400 No person shall drive upon a highway at such a slow speed as to impede or block the normal and reasonable movement of traffic unless the reduced speed is necessary for safe operation, because of a grade, or in compliance with law.

No person shall bring a vehicle to a complete stop upon a highway so as to impede or block the normal and reasonable movement of traffic unless the stop is necessary for safe operation or in
compliance with law.

Very few people beat traffic tickets, as in FEWER than 5% nationally walk out of court with a NOT GUILTY verdict.
If you can take TRAFFIC SCHOOL, that's a sure fire winner.
Deferred adjudication (works like unsupervised probation) is also 100% successful, if you are allowed to take that plea.
Otherwise, good luck beating traffic tickets because those tickets drive revenue for villages, towns, townships, counties, cities, and states!
 
No one can say whether you can beat this before a court or not. You can start with a trial by written declaration and then file for a trial de novo if you lose (and you likely will if the officer submits a response). Even if the officer does not respond to a trial by written declaration, the court can still find you guilty. In a trial de novo you have the opportunity to present your case before a judge in court. However, keep in mind that most courts tend NOT to permit traffic school if you lose at trial. If keeping a point off your record is important for your insurance rates, you may want to consider that early guilty plea. After the trial by written declaration or trial de novo, the chance for traffic school may not exist.

And, a clarification: Unlike some other states, in CA moving citations do not generate much local revenue (red light cameras being the exception). The city may get about $7-$9 from every citation that costs the defendant $280+ from which the cost of doing business eats up at most of it. Traffic cites are also not subject to deferred adjudication ... unless it's offered as part of some local program somewhere of which I have never heard of.
