importing outboard motor

I have an outboard motor that is on hold at Customs. It may not have an EPA sticker on it. If the EPA does not pass it for personal use are there any other ways to import it?

Ask the customs folks.

I have and they really dont know alot about the EPA forms. The Epa has just started cracking down in January
